New in-line 3D HTML model element

Description of bug or feature request

The Immersive Web Community Group (IW CG) is proposing the HTML model element, a new element type to declaratively display and control 3D model content. We'll need to introduce appropriate indications of the range of semantic roles for the element, as well as relevant accessible controls as they are developed.

Will this require a change to CORE-AAM?

Discussion with @cookiecrook indicates that this will only require additions to HTML-AAM (per web-platform-tests/interop-accessibility#185 )

Will this require a change to the ARIA authoring guide?
